A number in the 800/833/844/855/866/877/888 codes where the called party, not the caller, pays for the call.
Toll-free numbers use the non-geographic area codes 800, 888, 877, 866, 855, 844 and 833. Calls are free to the caller; the subscriber (the called party) pays. Toll-free numbers are administered by Somos, Inc. (formerly SMS/800, Inc.) through the Toll-Free Number Registry, on a first-come, first-served basis. The FCC sets that policy but does not assign the numbers itself — certified Responsible Organizations (RespOrgs) reserve them for subscribers.
Because they are non-geographic, toll-free codes carry no rate-center or state meaning and are outside the geographic CO-code assignment system.
Toll-free "area codes" are not geographic and are not interchangeable — 800, 888, 877, etc. are distinct code sets, and a number is not the same across them (1-800-X and 1-888-X are different numbers with different owners).
